Mastodon is a federated social network which is comparable in functionality to Twitter. Due to the federation, instances are constantly joining the network or disappearing.
As of January 2019, it is not possible to properly migrate an account from one instance to another[1].
Archival
Instances can be archived reasonably well by starting a recursive crawl from the "about" page, which contains a link to the admin profile. This may not cover the entire instance though.
