Marginalia Search is not a project hosting user generated content, but might serve as a good index for discovery of it. It describes itself as “an independent DIY search engine that focuses on non-commercial content, and attempts to show you sites you perhaps weren't aware of in favor of the sort of sites you probably already knew existed.”
That basically means it focuses on websites like personal blogs, handcrafted portfolios, geocities-style webpages, smolweb stuff and other things like that.

The search engine’s index is public and can be accessed at: https://github.com/MarginaliaSearch/PublicData (the blogs data set)
A fair chunk of those websites have probably already been covered due to their nature, like 100r.co for example right at the top, but it might serve as a useful index for valuable sites to check against in case they need archiving. It currently lists just over 4500 websites.

It is online and the section for “Publicity, Discussion and Events” [1] is frequently updated at this time. At the time of writing, the latest release to it has been less than a month ago. [2]
